I think rather than asking why people are dressing like this at cheapo, we should ask why people aren't dressing like this everywhere.

it's good to see people taking risks. even if it's not your style, you should always respect people for taking creative risks with their appearance.

If you had to pinpoint the fashion, it would be best described as the "decora" look which reached its peak at the turn of the millenium in Tokyo.
the last two are such cheap, banal replicas of gothic lolita style and they know it.
